removed Ruby from gardeners team page as she's in uni now and is ready to retire (#1618)

* removed Ruby from gardeners team page as she's in uni now and is ready to retire

* update team.json to show Ruby as acknowledged. I also moved froppii down there as she is also a past welcomer
